Candidates must reside and be legally able to work in Canada. Job Overview Ipas has a global team of Regional Finance Managers who report to the Director, Financial Planning and Analysis. This Regional Finance Manager position is based in Ontario, Canada, and also serves as the Country Finance Manager for Ipas Network, Ipas’s Canadian entity.
Role Summary Ipas envisions, as a part of its strategic direction, to be an effective organization and improve organizational efficiency by equipping itself with financially sound policies & practices and by maintaining good stewardship of its financial resources. To support this outcome, the Regional Finance Manager will provide finance management for Ipas Network and work in close partnership with Country Finance Managers in several other countries (as assigned). This position also ensures strong finance functioning for Ipas Network (Canada) and other assigned Country Offices, including robust financial reporting, systems management, organizational and donor policies and procedures implementation and compliance.
It also provides thought and leadership partnership to Country Finance Managers. Primary Responsibilities Financial Accounting, Reporting and Controls : Ensure all accounting and finance systems and the procurement process are in compliance with Ipas SOPs. Ensure timely month‑ & year‑end financial close as per the closing calendar.
Perform comprehensive review of Country Office financial reports, balance sheet accounts and reconciliations with supporting schedules. Provide regular feedback to Country Finance Managers to support improvements. Ensure all analysis and working papers are regularly uploaded to the designated central location on the server.
Ensure compliance with local financial and registration regulations and tax laws and that there are no exposures. Support implementation of internal and external audits as required. Identify and ensure implementation of corrective actions to address issues found during external and internal audit/reviews.
Perform limited‑scope audits, including reviewing electronic supporting documents for selected expenses to ensure accuracy and compliance with Ipas’s established Finance SOPs. Maintain positive working relationships with Country Offices’ Finance Managers and Country Directors and respond to their finance and SOP‑related questions in a timely manner with excellent written and verbal communications. Human Resources & Development : In partnership with assigned country offices, provide skills‑building and technical assistance to finance staff and Country Directors in all areas of accounting, budgeting, the use of Workday, financial management, and SOP compliance as needed or requested.
Assist in recruiting and onboarding new Country Finance Managers, including orientation on Ipas’s Financial SOPs. Ensure country office staff are trained on SOPs, as needed, and ensure adherence to SOPs. Serve as Acting Country Finance Manager when requested, as vacancies occur.
Other duties as assigned. Minimum Requirements Bachelor’s degree in accounting and finance, with more than 7–8 years of relevant work experience. Master’s degree or Professional accounting certification preferred.
Proficient in accounting standards and systems. Strong computer skills (MS Office applications) and strong knowledge of ERP‑based financial systems. Commitment to sexual and reproductive health and rights, human rights, and gender equity.
Experience supporting financial management of large grants and bilateral government awards. Knowledge of non‑profit program financial management, donor reporting and establishing internal controls and audits. Must be able to travel to country offices at regular intervals, when needed.
Strong communication and collaboration skills, with proven ability to work in a collegial manner with others in a cross‑cultural and diverse environment; strong customer support skills. Prior experience interacting with senior leadership of an organization on strategic and financial matters. Effective spoken and written communication skills.
Proficiency in English. Working knowledge of French is highly desirable. Ability to travel up to 10–15% domestic, regional, or global trips.
Preferred Skills Program Financial management experience in a low‑resource country. Demonstrated experience with building skills and capacity of colleagues. Flexibility and adaptability.
Non‑hierarchical approach, strong skills in teamwork and collaboration. Competencies Knowledge of GAAP/IFRS and INGO financial standards. Oversight of reconciliations, asset management, and financial documentation.
Ensuring proper internal control systems across country offices. Ability to interpret donor agreements and ensure compliance across multiple country offices. Identification and mitigation of financial risks.
