Job Description
Role OverviewThe Quantity Surveyor (QS) shall support the PMC Team Leader (Engineer / Employer's Representative) and the Resident Engineer (RE) in all aspects of commercial management, contract administration, cost control, and payment certification under FIDIC Conditions of Contract (1999 Red and/or Yellow Books).The QS will be responsible for ensuring accurate measurement of works, fair valuation of payments, assessment of variations and claims, and maintenance of robust financial control in accordance with the Contract, Employer's Requirements, and IFI guidelines.
Key Responsibilities1. Contract & Commercial Administration (FIDIC)Support the PMC Team Leader and RE in administering the Contract under FIDIC Gold Book (DBO Contract)/ Red Book / Yellow Book.Assist in interpretation of Contract clauses related to: MeasurementValuationVariationsClaims and EOT cost impacts.Maintain contract records related to quantities, prices, and financial status.
- Measurement & Interim Payment CertificationReview and verify: Contractor's measurement sheetsMonthly Interim RA BillsPerform independent measurement of completed works in coordination with site engineers and inspectors.Prepare recommendations for Interim Payment Certificates (IPCs) in support of the Employer's Representative / Engineer.Track advance payments, recoveries, and retention money.
- Variations, Claims & Cost ControlAssist in evaluation of: Variations and change ordersCost components of EOT claimsProlongation and disruption claims.Prepare cost estimates and assessments for: Employer's Representative / Engineer initiated variationsEmployer requested changes.Support RE and Team Leader during negotiations and claim determinations.
- Budget Monitoring & Financial ReportingMonitor project costs against the approved contract price and budget.Maintain: Cost control registersVariation logsClaim status summaries.Prepare commercial inputs for: Monthly progress reportsIFI / Donor reportsProject cash flow forecasts.5. Contract Close Out & Final AccountsSupport preparation and verification of: Final measurementsFinal Account statementsSettlement of claims.Assist in commercial close out during: Taking OverDefects Notification Period (DNP).
Qualifications & Experience RequirementsEducationBachelor's Degree in Civil Engineering or Quantity Surveying.Postgraduate qualification in Construction Management / Contracts (desirable).Professional ExperienceMinimum 15 years of professional experience.At least 10 years in quantity surveying and commercial management of: Large water infrastructure projectsWater Treatment Plants 200 MLD capacityDesalination / SWRO projects (desirable).Contract & Donor ExperienceProven hands on experience with: FIDIC Gold Book , Red Book and/or Yellow Book contracts.Mandatory experience in international financing institution (IFI) funded projects, such as: ADBJICAWorld BankKfW.Additional SkillsStrong understanding of measurement methods for civil, mechanical, and E&M works.Experience in evaluation of claims and variations.Proficiency in MS Excel and standard QS tools.Strong coordination and communication skills.Tamil language proficiency preferred.Ability to work closely with site teams and multicultural stakeholders.
Reporting RelationshipReports functionally to the PMC Team Leader / Employer's Representative / Engineer.Works in close coordination with the Resident Engineer, discipline engineers, and site supervision team.
