Advanced Statement of Work (SOW) Florida Department of Transportation State Term Contract No. 80101507-23-STC-ITS Request for Quote 2 Overview 2.1 The Florida Department of Transportation (Department) is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate who provides the best overall value to the State, based on skill set and rate. Term : The contract term for this Staff Augmentation position is intended to be ASAP - 6/30/2026 , with possible renewal, based on excellence in work provided, need, and budget availability. NOTE : "Term " does not mean the awarded contractor or resource is locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term. Candidate Submission : FDOT is accepting one (1) candidate submission per vendor for this VACANT position. Rate Increase : Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be adjusted only at the discretion of the Department, based on the consultant's job performance and the availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation : Quotes will be evaluated based on the specifications outlined in the scope of services and the subsections below. Providing mentorship and guidance to other developers. Ensure software development standards are adhered too. Duties may include analyzing financial systems and dependent business processes and assisting in re-engineering in areas impacted by an ongoing business transformation. Duties may also include development, maintenance and serving as a subject matter expert for applications dealing with complex financial business processes on large cross-functional application projects, ensuring that robust and scalable solutions are implemented. 5 Education Bachelor's degree in computer science, Information Systems or another related technical field, or equivalent work experience. 6

Candidate must have a minimum of 7 years as a lead developer or development manager 2. 5 years of broad experience working with development technologies, including Azure SQL, SQL Server, and Oracle databases or similar relational databases. Knowledge of Microsoft Visual Studio/.NET required. Knowledge of ORMs, Entity Framework, and n-Hibernate required. Extensive experience with the development and maintenance of Software systems dealing with complex financial business processes. 7 Primary Job Duties/ Tasks The candidate submitted must be able to perform the following duties and/or tasks: Work as a lead developer, facilitator and subject matter expert for applications and services dealing with complex financial business processes on large cross-functional application projects, ensuring that robust and scalable solutions are implemented. Provide guidance and oversight to quality assurance on all new code from inception through integration, staging, and production environments. Identify, analyze, and resolve problems and issues with troubleshooting tools and techniques as well as teamwork. Work with the team toward continuous improvement; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation. Work in partnership with distributed cross-functional teams to ensure all aspects of the project are communicated, supported, and delivered to the highest standards.
