Bandera ISD is in search of an experienced and knowledgeable Human Resources & Student Services Director to join the BISD District Leadership Team.
Bandera ISD is a 4-Day Instructional Week School District (Mon-Thurs, with designated Fridays for Work Days, Staff Development and Training)
Start Date: May 18, 2026, of as soon after for the candidate of choice
Reports to: Assistant Superintendent/Superintendent
Human Resources Primary Purpose:
Direct and manage the district's human resources department. Responsible for the strategic planning and implementation of human resources programs, including professional and auxiliary staffing, wage and salary, stipend administration, leave administration, and employee relations. Support district senior leadership through the recommendation and implementation of legally sound and effective human resource management programs, policies, and practices.
Qualifications:
- Masters's Degree
- Texas mid-management or other appropriate Texas Certification
- Five years of successful public school teaching experience
- Five years successful public school administrative experience (campus level or higher)
Human Resource Department Management:
- Create and execute plan for human resources in alignment with district core values as adopted by the board and the district's strategic plan
- Identify current and future needs of the district and align processes and procedures including recruitment, selection, on-boarding, professional and leadership development, training, evaluation, and retention strategies; determine the HR training needs throughout the school district and develop and plan training programs to meet the established needs
- Direct the planning, development, coordination, and operations of the human resources department including establishing department goals and objectives
- Direct and monitor employee performance and appraisal system and ensure that supervisors have proper training; assist supervisors and principals with employee counseling, improvement plans, and due-process procedures, where needed; and select. train, and evaluate HR staff and make sound recommendations relative to assignment, retention, discipline, and dismissal; and ensure district compliance with federal and state laws and regulations.

Employment:
- Work with principals and other administrators for forecast staffing needs and develop staffing plans
- Develop and implement recruitment and retention strategies and a screening and selection process for all employees
- Ensure that all teachers are highly qualified and have the appropriate credentials for assignments
- Provide a system for new employees to acquire appropriate information, support, and training necessary for success on the job
- Oversees all aspects of contract administration
Compensation and Benefits:
- Direct the administration of the district's compensation program, including job descriptions, salary surveys, and position re-classifications; and develop, implement, administer, and monitor procedures for salary administration and placement of new hires.
Student Services Primary Purpose:
- Provide leadership and oversight to campus administration on student services related issues.
- Act as an independent investigator on student services related concerns.
- Lead District investigator in student realated matters.
Special Knowledge/Skills:
- Strong knowledge of student support services
- Expert communication skills
- Strong investigation and documentation experience
- Familiarity with local, state, and federal regulation related to student services.
- Data-driven decision-making and program evaluation expertise.
- Strong leadership, organizational, and communication skills.
- Ability to build effective partnerships with community organizations and stakeholders.
Collaboration and Stakeholder Engagement:
- Build partnerships with parents, community organizations, and service providers to expand student support resources.
- Collaborate with district leaders and campus administrators to align student services with instructional goals.
- Advocate for policies and programs that enhance student well-being and success.
Compliance and Reporting:
- Prepare and present reports on student services programs' impact on district leadership and the school board.
- Manage budgets and resources effectively, ensuring fiscal responsibility.
Staff Supervison:
- Supervise and evaluate staff within the Student Services department.
- Provide mentorship and support to staff, fostering a culture of excellence and professional growth.
