**Role Overview**
The **Director, Medicaid Proposal Strategy and Development** leads the enterprise proposal team and is accountable for the overall proposal function, providing strategic and operational leadership for the development and submission of high-quality, compliant, and competitive proposals in support of the Enterprise Growth organization.
This role executes the proposal team's strategic and tactical plan, working across the Enterprise Growth team and with business units to integrate proposal management, proposal development, production, and knowledge management in support of government-sponsored health care growth, with a strong focus on Medicaid.
The Director leads a team of Proposal Directors, Proposal Managers, Analysts, production professionals, and design/technology resources and partners closely with Enterprise Growth, market, clinical, and operational leadership to align proposal strategy with enterprise and health plan goals. The role requires deep Medicaid proposal experience, demonstrated people-leadership capabilities, and the ability to lead through change and ambiguity while building strong coalitions across business segments.
**Responsibilities**
People Leadership & Talent Development
+ Lead, mentor, and develop a high-performing proposal team (Proposal Directors, Proposal Managers, Analysts, Production, and support staff)
+ Set clear performance expectations and quality standards; provide ongoing coaching, feedback, and development planning
+ Oversee resource planning and workload balancing to meet fluctuating proposal demand while maintaining team engagement
Proposal Leadership & End-to-End Execution
+ Lead proposal development from pre-RFP planning and kickoff through production, submission, and post-submission support
+ Serve as proposal lead for high-priority, complex, or high-risk procurements
+ Work closely with the Director, Proposal Writing on content, integration, and review cycles
+ Direct proposal governance, schedules, compliance matrices, and risk management activities to ensure timely, high-quality, compliant submissions
+ Execute proposal strategy in partnership with Enterprise Growth and market leadership
+ Ensure strategic alignment and consistency across all proposal sections and supporting materials
Cross-Functional & Market Collaboration
+ Partner with state Medicaid markets and cross-functional teams (clinical, quality, behavioral health, pharmacy, IT, network, compliance, finance, legal, operations)
+ Ensure proposal commitments are realistic, measurable, and aligned with operational readiness
+ Facilitate executive, color team, and readiness reviews; manage escalations to keep pursuits on strategy and on schedule
Compliance, Quality & Risk Management
+ Ensure strict compliance with RFP requirements, state and federal Medicaid regulations, and internal policies
+ Identify proposal risks, gaps, and dependencies and lead mitigation strategies
+ Champion the use of AI, analytics, and knowledge management tools to improve proposal quality and efficiency
Post-Submission & Continuous Improvement
+ Support clarifications, orals, negotiations, and state discussions
+ Lead proposal debriefs and lessons-learned sessions and convert insights into actionable improvements
+ Continuously refine proposal processes, templates, content libraries, and best practices to improve win rates and productivity
**Education and Experience**
+ Bachelor's Degree (Healthcare Administration, Business, Public Health, or related field)
+ At least eight (8)+ years leading Medicaid proposals or government-sponsored health care procurements.
**Other Skills**
+ Proven success managing large, complex state Medicaid RFPs
+ Strong understanding of Medicaid policy, procurement processes, and scoring methodologies
+ Demonstrated ability to lead cross-functional, matrixed teams in fast-paced, deadline-driven environments
+ Excellent executive-level communication, writing, and stakeholder management skills
+ Experience in a Medicaid managed care organization or health plan
+ Multi-state Medicaid procurement experience
+ Strategic thinking and execution
+ Compliance rigor and risk ownership
+ Executive presence and influence
+ Market and stakeholder partnership
+ Operational discipline under aggressive timelines
+ APMP certification (Practitioner or Professional) preferred
