Job Description
The Director - Health & Specialized Student Services provides strategic direction and management oversight for all aspects of the Health & Specialized Student Services team. This includes services and support for unhoused students and families, students living in foster care, pregnant and parenting students, the autism waiver program, mental health partnerships, private duty nursing, immunizations, and dental and vision programs. The Director partners with the Baltimore City Health Department to ensure the safe functioning of all school health suites and collaborates with relevant organizations to support School‑Based Health Centers.
Strong relationships with school leaders, district offices, partners, families, and others ensure success.
The Director delivers dynamic leadership, communicating a compelling vision, providing clear guidance, coaching, and accountability for all team members, and cultivating a culture of caring and learning. High expectations are set for team performance, and the office’s work is aligned with the needs of students, families, and schools, engaging stakeholders regularly.
The Director enforces compliance with national, state, and local laws, regulations, and professional standards, ensuring policies, guidance, and systems support safe, effective, and efficient Health & Specialized Student Services programming. The Director represents City Schools in external meetings and is a member of the leadership team of the Whole Child Services and Support Department.
Essential Functions
Strategy, Planning, and Programming
- Develops a deep understanding of all aspects of the office’s work and how it plays out in schools and the community, nurturing connections with the Whole Child department.
- Leads the team in developing and implementing strategic and operational plans with clear goals and strategies, ensuring consistent on‑time delivery of high‑quality work.
- Regularly engages with students, families, and community members to inform programming.
- Builds relationships with school leaders and school‑based personnel, supporting them in addressing needs and challenges, and visits schools regularly.
- Develops collaborative relationships with colleagues across central office to strengthen efforts in service of students, families, and schools.
Team Development and Supervision
- Establishes positive relationships with team members and implements systems to support development, collaboration, and information‑sharing.
- Develops a learning agenda for the team, ensuring robust individual learning plans, regular professional development, and regular feedback and evaluation in line with City Schools’ requirements.
- Distributes leadership across team members, encourages innovation, and celebrates successes regularly.
Management Systems and Processes
- Oversees development of systems and procedures to support efficient and effective operations, ensuring documentation is reviewed and updated regularly.
- Establishes systems for capturing, analyzing, and acting on data to support planning, improvement, evaluation, and reporting.
- Develops and oversees the budget for the office in consultation with team leads, ensuring strategic and timely expenditure in accordance with policies.
- Oversees grant application development and implementation of grant‑funded projects in consultation with the Executive Director and the grants management office.
Policy and Compliance
- Maintains knowledge of and ensures compliance with relevant federal, state, and local laws, building relationships with state and local agencies, and delivering quality reports on time.
- Develops strong knowledge of board policies and regulations, monitors district compliance, and leads policy updates in collaboration with the Executive Director and Office of Legal Counsel.
- Builds collaborative relationships with state and city agencies, universities, hospitals, community organizations, vendors, and others to coordinate supports for students and families.
Desired Qualifications
- Master’s or doctoral degree in health, public health, nursing, medicine, or a related field from an accredited university.
- Certification and/or licensure as a Nurse Practitioner, Physician Assistant, or Medical Doctor.
- At least ten years of relevant professional experience, including at least five years of leadership and management experience; experience in PK‑12 school health preferred.
- Demonstrated experience leading teams to foster a positive and highly productive culture.
- Demonstrated ability to design and deliver strategic and implementation plans, including systems for complex work.
- Demonstrated success in building collaboration and partnerships across teams and organizations.
- Excellent verbal and written communication skills, including strong writing, presentation, and representation abilities.
- Ability to conduct administrative and organizational studies and recommend improvements.
- Ability to collect, compile, analyze data, and prepare reports.
- Understanding of administrative policies and procedures of BCPSS.
- Ability to establish and maintain effective working relationships with associates, officials, and employees.
- Ability to prioritize, plan, and execute multiple, complicated assignments in a timely manner.
Benefits
- Salary range: $118,909 - $151,884 (specified by Maryland law; the hiring range is included above).
- Eligible for benefits (details available through the City Union of Baltimore bargaining union).
- Affiliated with the City Retirement System.
