Overview Data Transfer Group Manager - Senior Vice President (SVP) - Tampa (Hybrid). The IMPaCT Team at Citi manages critical data functions, including Cross Border Data Clearance, the Enterprise Data Office, Privacy, and Records and Information Management. The Enterprise CBDC (Transfer Office) is pivotal in establishing and implementing Citi's enterprise-wide data transfer framework and operating model.
We are seeking a highly experienced SVP to lead, build, manage, and operationalize the cross-border data transfer clearance process for a major business segment within Citi. This role blends regulatory execution, privacy expertise, process leadership, and content development, with emphasis on automation, AI tooling, strategic communication, and data-driven insights to drive efficiency and compliance. The SVP will define and scale the enterprise data transfer framework, serve as a trusted advisor to business partners, and ensure timely and compliant execution across multiple jurisdictions and stakeholder groups.
This role operates within the Data Transfers Office, focusing on delivering an exceptional and compliant experience for internal stakeholders. This position reports directly to the Head of Citi’s Enterprise Data Transfer Function. Key Responsibilities Leadership & Operational Excellence: Drive and oversee cross-border data clearance activities, ensuring compliance with privacy, outsourcing, localization, and data sovereignty requirements for a significant business segment.
Deliver seamless, efficient, and client-centric service to internal stakeholders with subject matter expertise in data transfers and related regulations, coupled with hands-on execution expertise in implementing and operationalizing complex processes and controls. Strategic Operating Model Development: Design, implement, and optimize a scalable operating model aligned with Citi’s global data transfer framework. Streamline operational processes for maximum effectiveness, enhance user experience, and proactively address challenges before they escalate.
Cross-Functional Collaboration & Influence: Collaborate with global teams including legal, compliance, technology, and business units. Use influencing and partnership skills to drive delivery and meet stakeholder expectations. Innovation & Automation Leadership: Lead development and implementation of innovative product and automation solutions, including AI-powered decision support, workflow platforms, and intelligent dashboards to enhance efficiency, accuracy, and service quality.
Data Governance & Ownership: Own and maintain the business-aligned Data Transfer Register with traceability, accuracy, and audit readiness to ensure data transfer integrity. Data-Driven Insights & Analytics: Conduct qualitative and quantitative analysis to evaluate process performance, identify optimization opportunities, and provide actionable recommendations to senior leadership to improve customer journey and stakeholder satisfaction. Advisory & Expert Guidance: Act as a trusted advisor on framework implementation, complex regulatory interpretation (transfers, privacy, and AI), and best operating practices.
Provide proactive guidance to internal clients. Knowledge Management & Content Creation: Produce and curate knowledge assets including playbooks, guidance documents, and FAQs to simplify and scale process knowledge across the organization. Communication & Executive Reporting: Present complex regulatory and process information to senior management, SMEs, and challenge functions with clarity and conciseness to facilitate informed decision-making.
Risk Management & Mitigation: Review execution quality, escalate risks, and develop remediation strategies to mitigate issues, establishing strong process controls for data transfer processes. AI Governance & Regulatory Change Management: Integrate AI governance into data transfer processes, monitor evolving AI regulations globally, align operations with new AI laws, and adapt strategies to maintain compliance and ethical AI deployment. Team Building & Management: Recruit, develop, and manage a high-performing team focused on meticulous execution and adherence to control standards, fostering a culture of excellence and customer service.
Qualifications & Experience Extensive Experience: 10+ years in privacy, regulatory operations, legal, compliance, or data governance within global financial institutions or large enterprises. Strong data transfer expertise in a highly regulated environment. Regulatory & Compliance Expertise: Knowledge of international privacy laws (e.g., GDPR, CCPA, PIPEDA), cross-border data transfer requirements (e.g., UK GDPR, EU-US Data Privacy Framework), and emerging AI regulations (e.g., EU AI Act).
Ability to apply regulatory impact to operations and client-facing processes as a subject matter expert. AI Governance Acumen: Experience with AI governance frameworks, ethical AI development, bias control, transparency, accountability, and risk management. AI Tooling & LLM Testing: Hands-on experience with AI tools for process improvement, automation, or data analysis; experience testing Large Language Models (LLMs) including prompt testing and output verification is desirable.
Technical Proficiency & Innovation: Familiar with automation tools, workflow platforms, and AI integration in business processes; demonstrated focus on innovation to drive efficiency and user experience. Risk & Control Frameworks: Designing and managing robust risk and operational process controls, audit readiness, and data protection while enabling business objectives. Consulting & Problem-Solving Acumen: Prior consulting experience with ability to diagnose issues, propose innovative solutions, and guide internal clients through organizational changes with a customer-centric approach.
Strategic Problem-Solver: Proactive, analytical, and execution-focused with a history of delivering practical, innovative solutions and hands-on execution. Execution & Ownership Focus: Demonstrated ability to own initiatives and deliver measurable results. Executive Communication & Influence: Strong track record of executive communications, content development, and influential advisory support.
Team Leadership & Development: Experience leading cross-functional teams across time zones in matrixed organizations, fostering service orientation and accountability. Certifications: CIPP/CIPM/CIPT/CISA preferred; AI governance certifications (e.g., IAPP AIGP, ISACA AI governance) highly desirable. Legal Expertise (Preferred): JD or equivalent legal qualification with experience applying legal principles to data privacy, data transfers, and AI governance in financial services.
